    This IfG report examines what makes a minister effective in defining and implementing his or her policy objectives.  Based on more than 50 interviews with current and former ministers, civil servants, special advisors and leading outsiders who have had dealings with government, it looks at what attributes and skills define a successful minister and, above all, what can be done to improve their performance.
