Apprenticeships

Good apprenticeships, at their core, provide quality routes into skilled employment – particularly for young people -, and should have a direct positive impact on the nation’s productivity. To ensure that the system delivers these benefits, we commission research and make recommendations on how to improve the apprenticeship system and increase the number of apprenticeships available.

The role of apprenticeships

Apprenticeships are a well-established route into skilled employment. They offer valuable opportunities for individuals to gain practical experience and develop the competences needed for a wide range of occupations.

Reforms to apprenticeships over the past 10 years or so have strengthened the role of employers in the system and have improved the quality of apprenticeships – and how they are assessed – to ensure that they reflect real occupational needs and occupational competence.

Problems with the apprenticeship system

The all-age model of apprenticeships that has developed – partly driven by the levy -, has had the unintended consequence of diluting the role of apprenticeships as a structured route into skilled employment for young people. Apprenticeships should be retained as a high-quality route into employment for young people and aligned with broad occupational entry points rather than niche job roles. For adults, technical education should offer more flexible, modular and cost-effective training solutions.

How we support apprenticeships

Apprenticeships offer a route into skilled employment, delivering economic value and social mobility. But they must evolve. We need to remove barriers that prevent more SMEs from offering high-quality opportunities - particularly for younger apprentices. Embedding transferable skills, strengthening occupational standards, within a clear technical education framework will support quality, completion, and long-term success.
