Good apprenticeships, at their core, provide quality routes into skilled employment – particularly for young people -, and should have a direct positive impact on the nation’s productivity. To ensure that the system delivers these benefits, we commission research and make recommendations on how to improve the apprenticeship system and increase the number of apprenticeships available.

The role of apprenticeships
Apprenticeships are a well-established route into skilled employment. They offer valuable opportunities for individuals to gain practical experience and develop the competences needed for a wide range of occupations.
Reforms to apprenticeships over the past 10 years or so have strengthened the role of employers in the system and have improved the quality of apprenticeships – and how they are assessed – to ensure that they reflect real occupational needs and occupational competence.

Problems with the apprenticeship system
The all-age model of apprenticeships that has developed – partly driven by the levy -, has had the unintended consequence of diluting the role of apprenticeships as a structured route into skilled employment for young people. Apprenticeships should be retained as a high-quality route into employment for young people and aligned with broad occupational entry points rather than niche job roles. For adults, technical education should offer more flexible, modular and cost-effective training solutions.
How we support apprenticeships
We are committed to strengthening the apprenticeship system as part of a coherent, stable technical education offer. Through research and collaboration with providers, employers, and experts, we seek to understand what makes apprenticeships effective – what works, what doesn’t, and how the system can better meet learners’ and employers’ needs.
Our evidence-based work focuses on generating practical insights that inform real-world decisions: supporting policymakers to design better frameworks, helping providers deliver high-quality programmes, and enabling employers to invest in skills with confidence. Our aim is a more resilient, responsive apprenticeship system that supports individuals and strengthens the wider economy.
Micro, small, and medium enterprises are vital to the UK economy but often face challenges engaging with the apprenticeship system. With fewer resources than larger employers, they may struggle to support training or navigate complex processes.
Skills shortages can limit SME productivity and growth, yet limited capacity often makes it harder to invest in the training needed – creating a cycle that’s difficult to break. Supporting SMEs to take on apprentices, partner effectively with providers, and shape policy and standards is essential. A system that works for businesses of all sizes is key to building a stronger, more inclusive skills landscape.
Apprenticeships continue to support skills development and access to employment across a wide range of sectors. Participation has expanded in recent years, with more apprentices now aged 25 and over, many of whom are existing employees rather than new starters.
This shift reflects the flexibility of the apprenticeship model but also raises questions about how well it serves different groups. Learners range from young people beginning their careers to adults retraining or upskilling, each with distinct needs. As the system evolves, there is an opportunity to ensure apprenticeships remain accessible, relevant, and effective for all age groups and career stages.
Robust labour market intelligence (LMI) is essential for guiding strategic decisions – from national industrial policy to local training aligned with economic needs.
Gatsby has long championed stronger data capabilities across the skills system, recognising that high-quality information underpins effective policy and delivery. Better data would also enable more timely, targeted evaluation of government initiatives, including efforts to reduce the number of young people not in education, employment, or training (NEET).
Improving labour market data is key to building a more responsive, transparent skills system – one that better meets the needs of learners, employers, and the wider economy.
Emerging technologies such as digitalisation in manufacturing, automotive electrification and construction retrofit, require proactive skills planning. Integrating skills foresighting into the skills system is critical for preparing for the future. By identifying emerging skills early, the government, employers and educators can work together to ensure that training programmes are responsive and future focused. This approach will help bridge skills gaps before they become barriers to growth and innovation.
High-performing national skills systems are characterised by a stable and systematic approach to ensuring consistency and quality. A central feature of such systems is the use of national occupational standards, developed and agreed by employers within each sector, to define the knowledge and skills required for every skilled occupation.
To be effective, these standards must form a coherent framework that underpins the entire technical education system. This includes work-based programmes such as apprenticeships, as well as shorter upskilling opportunities and all technical and vocational qualifications. A unified set of standards helps ensure that provision is aligned with labour market needs, supports learner progression, and provides clarity for employers, providers, and individuals alike.
Apprenticeships offer a route into skilled employment, delivering economic value and social mobility. But they must evolve. We need to remove barriers that prevent more SMEs from offering high-quality opportunities - particularly for younger apprentices. Embedding transferable skills, strengthening occupational standards, within a clear technical education framework will support quality, completion, and long-term success.
